How can projects use the NSW Aboriginal Participation Policy to comply with Procurement and Workforce Inclusion credit?
The Aboriginal Participation Policy (APP) and Aboriginal Participation in Construction (APiC) reporting may be used to contribute towards compliance in the Procurement and Workforce Inclusion credit. Projects in NSW subject to the APP and APiC reporting may target the credit as follows.
1. Develop a Social Procurement Strategy
A Social Procurement Strategy (The Strategy) must be developed to demonstrate a broader range of cohorts and demographics has been considered. The Strategy must be developed in line with the Submission Guidelines.
The Strategy may reference to the project's existing Aboriginal Participation Plan and APIC reporting requirements to show how Aboriginal participation has been addressed, however Aboriginal participation alone is not sufficient. The Strategy must address a broader range of cohorts, beyond just Aboriginal participation.
2. Provide evidence of targets met under the Employment Opportunities criteria
The project must provide evidence of the percentage of the building’s total contract value that has been directed toward generating employment opportunities. This shall be demonstrated as per Submission Guidelines.
Costs reported through APiC reporting may be used to support the claimed percentage. However, as APiC reporting may vary between contractors, the following detail must be included in the reporting to ensure the quality of data is appropriately transparent and verifiable.
- For Aboriginal employees:
- Name or anonymised identifier
- Job title
- Hours worked per month
- Associated company
- Total attributed cost
- For Aboriginal businesses:
- Company name
- Monthly spend
- Description of works or trade package
- Total attributed spend
