Can a Head Contractor engage an Independent Commissioning Agent?

Yes. Providing all other requirements of the Commissioning and Tuning - Independent Commissioning Agent credit criterion are met, an Independent Commissioning Agent (ICA) can be considered independent if they report directly to the building owner or the owner's designated representative, even if they are paid by the contractor.
